District Reimbursement Program
The Commonwealth Special Education Reimbursement Program, commonly known as the Circuit Breaker Program, provides financial assistance to public school districts to offset the cost of delivering high-cost special education services to students. A full overview of the reimbursement program is available on the Department of Education website.
- Reimbursement- Claims for reimbursement are filed by the district to the state each July for the previous fiscal year's out of district special education placement expenses. Then, reimbursements are paid back to the district quarterly after expenses are incurred.
- Reimbursement Amounts- Districts can be reimbursed for both tuition and transportation costs. For FY25, this reimbursement amount has been set at 75% of tuition costs and 44% of transportation costs, per student. Reimbursement amounts can be found at this link.
- District Liaison- For district-specific information, each district has their own liaison to support them in this process. LEAs and other district employees can contact their assigned "Circuit Breaker Liaison" directly. They can find their liaison by clicking this link.
